On May 12, the XIV Portugal-Morocco High Level Meeting was held in Lisbon. In the joint
declaration of this meeting, the Portuguese Government, in disregard of the inalienable right
to self-determination of the Sahrawi people, reiterated «its support for the Moroccan
autonomy initiative, presented in 2007, as a realistic, serious and credible proposal, with a
view to a solution agreed within the framework of the United Nations».
It is worth remembering that the Spanish Government had stated such an unacceptable
position, through the voice of Pedro Sánchez, in March 2022 – Spain that thus seeks to “wash
its hands” from its responsibilities as a former colonising power of Western Sahara.
The Portuguese Council for Peace and Cooperation (CPPC) repudiates this stand taken by
the Portuguese Government, which disrespects the right to self-determination of the Sahrawi
people enshrined in the United Nations Charter and international law, including in numerous
UN resolutions – such as resolution 1514 , of 1960, which determined the need to put an end
to colonialism, or Resolution 2229, of 1966, which determined the right of the Sahrawi people
to self-determination.
The so-called “autonomy plan” proposed by Morocco constitutes a ploy through which it
seeks to prevent the implementation of this inalienable right of the Sahrawi people and to
prolong the illegal occupation of Western Sahara by the Kingdom of Morocco.
It should be noted that both governments underline the role of the United Nations (UN) in
managing the political process – which should aim at solving the conflict through a fair, lasting
and mutually acceptable political solution by the parties – evoking resolution 2654 of the
United Nations Security Council, adopted last October, which renews the mandate of the
United Nations Mission for the Referendum in Western Sahara (MINURSO), which, since
1991, has had as its fundamental objective the holding of a referendum of self-determination
by the Sahrawi people, an objective that has not yet been achieved due to the continuing
boycott by the Moroccan authorities.
Since 1975, Morocco has illegally occupied territories in Western Sahara, exercising violent
repression against the Sahrawi population living in the occupied territories, attacking
territories under the control of the Polisario Front and exploiting Western Sahara's natural
resources for the benefit of companies from Morocco and other countries.

Rejecting the position assumed by the Portuguese Government regarding this conflict, the
CPPC reaffirms that – without even needing to evoke the memory of the colonial past – the
Portuguese Government is constitutionally obliged to take a clear position of rejection of the
illegal occupation of territories in Western Sahara by of the Kingdom of Morocco and demand
compliance with the Sahrawi people's right to self-determination.
The CPPC calls for the expression of solidarity with the resistance and struggle of the
Sahrawi people and the Polisario Front, their legitimate representative, against the occupation
and oppression by the Kingdom of Morocco and for the respect and implementation of their
inalienable right to self-determination.

Sobre uma inaceitável posição do Governo português relativa ao Sara Ocidental

No passado dia 12 de maio realizou-se, em Lisboa, a XIV Reunião de Alto Nível Portugal-Marrocos. Na declaração conjunta deste encontro, o Governo português, em desrespeito ao inalienável direito à autodeterminação do povo sarauí, afirmou reiterar «o seu apoio à iniciativa marroquina de autonomia, apresentada em 2007, enquanto proposta realista, séria e credível, com vista a uma solução acordada no quadro das Nações Unidas».

Recorde-se que tal inaceitável posicionamento havia sido afirmado pelo Governo espanhol, na voz de Pedro Sanchéz, em março de 2022 – Espanha que assim procura «lavar as mãos» das suas responsabilidades enquanto antiga potência colonizadora do Sara Ocidental.

O Conselho Português para a Paz e Cooperação (CPPC) repudia esta tomada de posição pelo Governo português que desrespeita o direito à autodeterminação do povo sarauí consagrado na Carta das Nações Unidas e no direito internacional, incluindo em inúmeras resoluções da ONU – como a resolução 1514, de 1960, que determinou a necessidade de pôr fim ao colonialismo, ou a Resolução 2229, de 1966, que determinou o direito do povo sarauí à autodeterminação.

O denominado “plano de autonomia” proposto por Marrocos constitui um expediente através do qual se procura impedir a concretização deste inalienável direito do povo sarauí e prolongar a ilegal ocupação do Sara Ocidental por parte do Reino de Marrocos.

Saliente-se que ambos os governos sublinham o papel da Organização das Nações Unidas (ONU) na gestão do processo político – que deveria ter em vista a resolução do conflito mediante uma solução política justa, duradoura e mutuamente aceitável pelas partes – evocando a resolução 2654 do Conselho de Segurança da Nações Unidas, aprovada em outubro passado, que renova o mandato da Missão das Nações Unidas para o Referendo no Sara Ocidental (MINURSO), que, desde 1991, tem como objetivo fundamental a realização de um referendo de autodeterminação do povo sarauí, objectivo que até hoje não foi concretizado devido ao permanente boicote das autoridades marroquinas.

Desde 1975 que Marrocos ocupa ilegalmente territórios do Sara Ocidental, exercendo uma violenta repressão sobre a população sarauí que vive nos territórios ocupados, atacando territórios sob o controlo da Frente Polisário e explorando os recursos naturais do Sara Ocidental em proveito de empresas marroquinas e de outros países.

Repudiando a posição assumida pelo Governo português face a este conflito, o CPPC reafirma que – nem sendo necessário evocar a memória do passado colonial – o Governo português está constitucionalmente obrigado a tomar uma clara posição de rejeição da ilegal ocupação de territórios do Sara Ocidental por parte do Reino de Marrocos e de exigência do cumprimento do direito à autodeterminação do povo sarauí.

O CPPC apela à expressão da solidariedade para com a resistência e luta do povo sarauí e da Frente Polisário, sua legítima representante, contra a ocupação e opressão do Reino de Marrocos e pelo respeito e concretização do seu inalienável direito à autodeterminação.
