On International Migrants Day, which is celebrated annually on December 18, after being adopted by the General Assembly of the United Nations, the Portuguese Council for Peace and Cooperation (CPPC) remembers all those who, pushed by wars, sanctions
and economic blockades imposed on their countries, are forced to leave their homes, their lands, their culture, in search of a better life.

Being victims of the destabilisation used by the Western powers to ensure their geostrategic, economic and political interests, they are also victims of the dangerous routes that lead them to Europe, of the trafficking networks that exploit their
despair and of the cruelty and indifference in the countries of destination – countries to which belong those who, to a large extent, benefit from the aggressions that are at the root of their flight.

The actions of the European Union (EU) and several countries that are part of it, in relation to refugees and migratory flows originating from the Middle East, Central Asia and North Africa, are a serious attack on human rights and represent an unacceptable human
regression with the construction of authentic “walls”, through agreements between countries; the creation of camps without basic conditions of shelter; refusal to provide the most elementary care; disregard for the living conditions of children, women and men.

The decision to protect the so-called “EU external borders” worsened the escalation of repressive administrative, police and military measures. The agreement celebrated by the EU with Turkey, to prevent the entry of refugees and migrants and promote the
expulsion of those who came from routes that crossed Turkey, revealed, as early as 2016, the nature of the EU's "fortress Europe" policy . At the same time, it also laid the foundations for the policy that came to be followed in the treatment of asylum seekers.
That agreement financed authentic detention camps on Turkish territory, where thousands of people have piled and are being piled in inhumane conditions over the last few years.

The EU agreement with Turkey was replicated, in its terms and objectives, in other countries, such as Morocco, with billions of euros applied so that these countries serve as a barrier to the arrival of refugees and migrants to EU countries.

Such actions are also part of the process of militarisation of the Mediterranean Sea, which has advanced since the EU’s decision to assign to the Frontex Agency, in collaboration with NATO, the control and policing of the Aegean Sea and the borders of
countries that integrate the EU.

Add to this the use of the situation of refugees and migrants, intentionally omitting the causes to conceal the policies that are at the root of social and economic problems; the interests they serve and those responsible for them; and promoting racism and xenophobia
as well as the retrograde and far-right forces that give them expression.

We cannot forget the continuous and prolonged interference and direct or indirect wars of aggression carried out by the United States of America, NATO and its allies, in the Middle East, Africa, Central Asia and Europe, which created an unprecedented
humanitarian crisis as witnessed by the tens of millions of displaced people, refugees and migrants from countries affected by conflict or bordering them, and in search of refuge in countries of the European Union.

Thus, the CPPC:

- Condemns the policies and practices of interference and war that destroy sovereign States, their economies and development conditions;
- Defends the end of wars of aggression, the peaceful resolution of conflicts, respect for the rights and sovereignty of peoples, so as to enable the creation of a climate of cooperation and support for economic and social development between States;
- Repudiates the inhuman measures taken by the European Union aimed at creating a “Fortress Europe” and the creation of “walls”; security measures that violate fundamental rights, freedoms and guarantees; and demands that all countries respect the principles of the United Nations Charter and international law, including the rights of refugees and migrants.

Exigir o fim das ingerências e das guerras
Defender a paz, respeitar os direitos dos refugiados e dos migrantes

No Dia Internacional dos Migrantes, que se assinala anualmente a 18 de dezembro, após aprovação em Assembleia Geral da Organização das Nações Unidas, o Conselho Português para a Paz e Cooperação (CPPC) lembra todos aqueles que, empurrados por
guerras, pelas sanções e bloqueios económicos impostos aos seus países, se veem obrigados a abandonar as suas casas, as suas terras, a sua cultura, em busca de uma vida melhor.

Sendo vítimas da desestabilização de que as potências ocidentais se servem para assegurar os seus interesses geoestratégicos, económicos e políticos, são também vítimas das rotas perigosas que os conduzem à Europa, das redes de tráfico que exploram
o seu desespero e da crueldade e indiferença nos países de destino – países a que pertencem aqueles que, em larga medida, beneficiam das agressões que estão na origem da sua fuga.
A atuação da União Europeia (UE) e de vários países que a integram, em relação aos refugiados e aos fluxos migratórios com origem no Médio Oriente, Ásia Central e Norte de África, é gravemente atentatória dos direitos humanos e representa um inaceitável
retrocesso humano com a construção de autênticos “muros”, através de acordos entre países; a criação de campos sem as mínimas condições de acolhimento; a recusa da prestação dos mais elementares cuidados; o desrespeito pelas condições de vida de crianças,
mulheres e homens.

A decisão de proteção das denominadas “fronteiras externas da UE” agravou a escalada de medidas repressivas, de carácter administrativo, policial e militar. O acordo celebrado pela UE com a Turquia, para impedir a entrada de refugiados e migrantes e
promover a expulsão dos que provinham de rotas que atravessavam a Turquia, veio evidenciar, logo em 2016, a natureza da política de “europa fortaleza”, da UE. Ao mesmo tempo lançou também as bases da política que viria a ser seguida no tratamento das
pessoas em busca de asilo. Esse acordo financiou autênticos campos de detenção em território turco, onde milhares de pessoas se acumularam e acumulam em condições desumanas ao longo dos últimos anos.

O acordo da UE com Turquia foi replicado, nos seus moldes e objetivos, em outros países, como Marrocos, com milhares de milhões de euros aplicados para que esses países sirvam como barreira à chegada de refugiados e migrantes aos países da UE.
Tais ações enquadram-se também no processo de militarização do Mar Mediterrâneo, a qual tem avançado a partir da decisão da UE de atribuir à Agência Frontex, em colaboração com a NATO, o controlo e policiamento do Mar Egeu e das fronteiras de países
que integram a UE.

Acrescente-se a utilização da situação de refugiados e migrantes omitindo, intencionalmente, as causas desta para esconder as políticas que estão na raiz dos problemas sociais e económicos; os interesses que as mesmas servem e quem são
respetivos responsáveis; e promover o racismo e a xenofobia bem como as forças retrógradas e de extrema-direita que lhes dão expressão.
Não podemos esquecer as contínuas e prolongadas ingerências e guerras de agressão diretas ou indiretas levadas a cabo pelos Estados Unidos da América, a NATO e seus aliados, no Médio Oriente, em África, na Ásia Central e na Europa, que
provocaram uma crise humanitária sem precedentes com expressão nas dezenas de milhões de deslocados, refugiados e migrantes dos países alvo de conflito ou limítrofes a estes, e na procura de
refúgio em países da União Europeia.

Assim, o CPPC:

- Condena as políticas e práticas de ingerência e guerra que destroem Estados soberanos, as suas economias e condições de desenvolvimento;

- Defende o fim das guerras de agressão, a resolução pacífica dos conflitos, o respeito dos direitos e da soberania dos povos, para que seja possível criar um clima de cooperação e de apoio ao desenvolvimento económico e social entre os Estados;

- Repudia as desumanas medidas tomadas pela União Europeia visando a criação de uma “Europa fortaleza” e a criação de “muros”; as medidas securitárias que atentam contra direitos, liberdades e garantias fundamentais; e exige que todos os países respeitem os princípios da Carta das Nações Unidas e o direito internacional, incluindo os direitos dos refugiados e dos migrantes.
