Today more than ever - NATO must be dissolved

The North Atlantic Treaty Organization - NATO - turns 71 on April 4. If its existence is not only completely unjustifiable in the light of the United Nations Charter as contrary to peace and disarmament, its dissolution is now more than ever a necessity and demand placed on the peoples of the world.

NATO’s warmongering and aggressive character and the urgency of its dissolution are not new, on the contrary, they have long been evident: in the wars and aggressions it promotes; in its formidable expenses with arms; in the nuclear doctrine it advocates, in which it assumes the “right” to use nuclear weapons in a first strike against another state. However, the COVID-19 pandemic makes it even clearer that this political-military bloc puts war, interventionism, arms race, militarism above the right to health, well-being and peoples' lives.

At a time when, in the face of the COVID-19 pandemic, it was necessary to channel huge resources to strengthen public healthcare and social protection systems, NATO’s Secretary-General insisted on the need for member states to maintain the goal to increase their military expenditures to the expected levels of at least 2% of their respective GDP by 2024 at the latest. Even in his later statements, in the form of a mea culpa, about the possibility of supporting its members most affected by the disease no concrete actions were materialised.

Revealing NATO's warmongering and aggressive nature is the fact that, at a time when there is a serious public health problem worldwide, it insists on carrying out provocative military exercises against Russia which has been sending help and specialised personnel to some countries that are part of NATO, such as Italy or the United States of America.

In compliance with the Constitution of the Portuguese Republic, the Portuguese government must strive for national independence, for the peaceful solution of international conflicts, for non-interference in the internal affairs of other States, for cooperation with all other peoples for the emancipation and progress of humanity. Portugal must reject militarism, the arms race, war, including the participation of Portuguese forces in aggression against other peoples. Portugal must be on the side of peace and disarmament!

On yet another NATO anniversary, the CPPC insists on the dissolution of this political-military bloc, as envisioned in the Constitution of the Portuguese Republic, and the establishment, in its place, of a collective security system, based on the principles of the 1975 Helsinki Conference Act, with a view to ensuring peace and cooperation in the relations between peoples. Peace, sovereignty and the rights of peoples demand it.

Hoje mais do que nunca
Impõe-se a dissolução da NATO

A Organização do Tratado do Atlântico Norte – NATO – cumpre o seu 71 anos a 4 de Abril. Se a sua existência é não só totalmente injustificável à luz da Carta das Nações Unidas como contrária à paz e ao desarmamento, a sua dissolução é hoje mais do que nunca uma necessidade e exigência colocada aos povos do mundo.

O caráter belicista e agressivo da NATO e a urgência da sua dissolução não são de agora, pelo contrário, são há muito evidentes: nas guerras e agressões que promove; nas fabulosas despesas com armamento que assume; na doutrina nuclear que preconiza, em que se arroga no «direito» de utilização de armamento nuclear num primeiro ataque contra outro estado. Contudo, a pandemia da COVID-19 deixa ainda mais à vista que este bloco político-militar coloca a guerra, o intervencionismo, a corrida armamentista, o militarismo acima do direito à saúde, ao bem-estar e à vida dos povos.

Num momento em que face à pandemia da COVID-19 se impunha a canalização de amplos recursos para reforçar os sistemas de saúde pública e de proteção social, o Secretário-geral da NATO veio insistir na necessidade de neste contexto os estados-membros manterem o objetivo de incrementar os seus gastos militares para os níveis previstos, de pelo menos 2% dos respetivos PIB o mais tardar até 2024. Mesmo as suas posteriores declarações, em jeito de ato de contrição, acerca da possibilidade de apoio aos seus membros mais fustigados pela doença não se materializaram em atos concretos.

Reveladora da natureza belicista e agressiva da NATO é que, num momento em que se enfrenta um grave problema de saúde pública ao nível mundial, teima em realizar exercícios militares provocatórios contra a Rússia, que envia ajuda e pessoal especializado para alguns países que integram a NATO, como a Itália ou os próprios Estados Unidos da América.

No respeito da Constituição da República Portuguesa, o Governo português deve pugnar pela independência nacional, pela solução pacífica dos conflitos internacionais, pela não ingerência nos assuntos internos dos outros Estados, pela cooperação com todos os outros povos para a emancipação e o progresso da humanidade. Portugal deve rejeitar o militarismo, a corrida aos armamentos, a guerra, incluindo a participação de forças portuguesas na agressão contra outros povos. Portugal deve estar do lado da paz e do desarmamento!.

Em mais um aniversário da NATO, o CPPC insiste na dissolução deste bloco político-militar, como previsto na Constituição da República Portuguesa, e o estabelecimento, em seu lugar, de um sistema de segurança coletiva, com base nos princípios da Ata da Conferência de Helsínquia de 1975, com vista a assegurar a paz e a cooperação nas relações entre os povos. A paz, a soberania e os direitos dos povos assim o reclamam.
