It is with great concern that the European member organizations of the WPC follow the fast paced deepening militarization of the European Union (EU).

The European member organizations of the WPC call for the engagement and the convergent resolute action of all forces and individuals that defend peace to reject and oppose EU’s militarization – the European Union, alone and/or with NATO, is acting against the peoples.

We call,

- To reject and oppose the ongoing militarization of the European Union and denounce the plans, through the Permanent Structural Cooperation (PESCO) – with the participation of Austria, Belgium, Bulgaria, Czech Republic, Croatia, Cyprus, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Ireland, Latvia, Lithuania, Luxembourg, the Netherlands, Poland, Portugal, Romania, Slovenia, Slovakia, Spain and Sweden – and the “European Interventions’ Initiative” – with the participation of Belgium, Denmark, Estonia, Finland, France, Germany, Netherlands, Portugal, Spain, United Kingdom –, that will constitute new tools for imperialist intervention and aggression in many regions of the world.

- To denounce that on the table is the so called European Defence Industrial Policy and the European Defence Fund that aims to coordinate, complement and enlarge investments in military research and development, the acquisition of military equipment, and the financing of the “EU battle-groups”.

- To denounce that under discussion is the so called “European army”, recently defended by French President, Emmanuel Macron, and by German Chancellor, Angela Merkel, that – not without rivalries and contradictions with USA and, even, inside EU – assume the EU militarization evermore as the European pillar of NATO or complementary to this political-military aggressive bloc.

- To denounce that with the pretext of “fighting against terrorism”, in several countries and at the EU level, a "securitarian" drift was promoted, attacking freedoms, guarantees and fundamental rights.

- To condemn the ratification, at NATO’s Brussels Summit, 2018, of increasing military expenses to 2% of GDP of each NATO member State, for that will lead to additional USD 250 billion in military spending by Canada and the European NATO member States by 2024 – when the USA has already a record breaking military budget for 2019 that exceeds 700 billion USD and USA/NATO/EU and their main allies are responsible for more than 70% of the total military expenses in the world.

We also note with great concern that numerous military exercises are taking place each year in Europe, such as the “Arctic Challenge”, “Cold Response”, “Nordic Air Meet” and “Trident Juncture”, linked with the US Strategic Command (StratCom).

Over the last few decades, the European Union has supported or colluded with military aggressions and operations of destabilization against the sovereignty and independence of various States carried out by NATO or its members.

The militarization of the European Union, in coordination with NATO, is not a step towards the defence of peace; rather, it represents more militarism, greater military expenditure, growing interventionism and a threat of war.

The USA, NATO and the EU, in their drive for world domination, are the greatest threat against peace and the peoples of the world. They are responsible for the exponential increase in military expenditure, for the race for new, more sophisticated and destructive weapons – namely, nuclear weapons – and for the escalation of interference, threats, provocations and destabilization operations, intensifying the danger of unleashing an escalation of conflicts that would lead to great and unimaginable consequences for humanity – a danger that can and must be prevented.

At the same time, the EU, as a supra-national political, economic and military structure – dominated by the great powers, especially Germany – continues to foment its policies against the rights and living conditions of the workers and peoples, against national sovereignty and independence, trying to impose increasing exploitation and attacking labour and other social rights, that are at the origin of the high indexes of job instability, precariousness, poverty, degradation of living conditions of millions upon millions of workers, retired people, pensioners, youth, women and children.

For Peace and disarmament, rejecting and opposing the militarization of the European Union, all forces and individuals that defend peace need to hold high values like the peoples’ right to self-determination, national sovereignty and independence, non-interference in the States’ internal affairs, the peaceful solution of international conflicts, the end of all forms of oppression, including national oppression, universal, simultaneous and controlled disarmament, the dissolution of political-military blocs, the cooperation among the peoples and countries for Humanity's emancipation and progress and a new world order of peace.

É com grande preocupação que as organizações da Europa membros do Conselho Mundial da Paz seguem o rumo acelerado de aprofundamento da militarização da União Europeia (UE).

As organizações da Europa membros do Conselho Mundial da Paz apelam ao envolvimento e à acção resoluta e convergente de todas as organizações e indivíduos que defendam a paz para que rejeitem e se oponham à militarização da UE – a UE, sozinha e/ou com a NATO, está a actuar contra os povos.

Nós apelamos
- à rejeição e oposição da militarização em curso da UE e denunciamos os objectivos da Cooperação Estrutural Permanente (PESCO) – onde participam a Áustria, Bélgica, República Checa, Croácia, Chipre, Estónia, Finlândia, França, Alemanha, Grécia, Hungria, Itália, Irlanda, Letónia, Lituânia, Luxemburgo, Holanda, Polónia, Portugal, Roménia Eslovénia, Eslováquia, Espanha e Suécia – e da Iniciativa Europeia de Intervenção – com a participação da Bélgica, Dinamarca, Estónia, Finlândia, França, Alemanha, Holanda, Portugal, Espanha, Reino Unido –, que constituirão novos instrumentos de intervenção e agressão imperialistas em muitas regiões do mundo.
- a denunciar que se encontram em discussão a chamada Política Europeia Industrial de Defesa e o Fundo Europeu de Defesa, que têm o objectivo de coordenar, complementar e aumentar os investimentos na investigação e desenvolvimento militares, aquisição de equipamento bélico e no financiamento das «unidades de combate» da UE.
- a denunciar que está em discussão o chamado «Exército Europeu», recentemente defendido pelo Presidente francês, Emmanuel Macron, e pela Chanceler alemã, Angela Merkel, que – não sem rivalidades e contradições com os EUA e mesmo no interior da UE – assume cada vez mais a militarização da UE como o pilar europeu da NATO ou complementar a este bloco político-militar agressivo.
- a denunciar que, com o pretexto de «combater o terrorismo», em vários países e ao nível da UE, é promovida uma deriva «securitária», atacando liberdades, garantias e direitos fundamentais.
- a condenar a ratificação, na Cimeira da NATO em Bruxelas, em 2018, do aumento das despesas militares, de cada país membro da NATO, para 2% do PIB, o que levará a um aumento de 250 mil milhões de dólares de gastos militares para o Canadá e para os membros europeus da NATO até 2024 – isto quando os EUA têm já um orçamento militar recorde para 2019, que excede os 700 mil milhões de dólares, e quando EUA/NATO/UE e os seus principais aliados são responsáveis por mais de 70% do total mundial de despesas militares.

Também é com grande preocupação que observamos os numerosos exercícios militares que têm lugar em cada ano na Europa, como o «Arctic Challenge», «Cold Response», «Nordic Air Meet» e «Trident Juncture», ligados ao Comando Estratégico dos EUA (StratCom).

Ao longo das últimas décadas, a União Europeia tem apoiado ou sido conivente com agressões militares e acções de desestabilização desencadeadas pela NATO, ou pelos seus membros, contra a soberania e independência de Estados.

A militarização da UE, em coordenação com a NATO, não é um passo na direcção da defesa da paz; pelo contrário, representa mais militarismo, maiores gastos militares, crescente intervencionismo e a a ameaça da guerra.

Os EUA, a NATO e a UE, na sua ânsia de dominação global, são as maiores ameaças contra a paz e os povos do mundo. São responsáveis pelo aumento exponencial dos gastos militares, pela corrida a novos, mais sofisticados e destrutivos armamentos – nomeadamente armas nucleares – e pela escalada da ingerência, ameaças, provocações e operações de desestabilização, pela intensificação dos riscos do desencadear de mais conflitos que podem levar a consequências de proporções inimagináveis para a Humanidade – um risco que pode e tem de ser prevenido!

Ao mesmo tempo, a UE, enquanto estrutura política, económica e militar supranacional – dominada pelas grandes potências, especialmente a Alemanha –, continua a fomentar as suas políticas contra os direitos e condições de vida dos trabalhadores e dos povos, contra a soberania e a independência nacionais, tentando impor a crescente exploração e atacando direitos laborais e outros direitos sociais, originando os altos índices de instabilidade laboral, precariedade, pobreza e degradação das condições de vida de milhões e milhões de trabalhadores, reformados, pensionistas, jovens, mulheres e crianças.

Pela Paz e o desarmamento, rejeitando e opondo-se à militarização da União Europeia, todas as forças e indivíduos que defendem a paz necessitam defender valores como o do direito dos povos à auto-determinação, soberania nacional e independência, a não ingerência no assuntos internos dos Estados, a resolução pacífica dos conflitos internacionais e o fim de todas as formas de opressão, o desarmamento universal, simultâneo e controlado, a dissolução dos blocos político-militares, a cooperação entre os povos e os países, pela emancipação e progresso da Humanidade, por uma nova ordem mundial de Paz.
