International Day of Peace

Today, September 21, the date declared in 1981 by the United Nations as the International Day of Peace, the Portuguese Council for Peace and Cooperation reiterates its commitment to contribute to the mobilisation of as many as possible for the defence of peace, against the militarisation of international relations and against war.

To celebrate the International Day of Peace is to stress the importance of defending and promoting peace, a right of all peoples, which involves respect for the right to self-determination and sovereignty in choosing their path, fundamental principles enshrined in the United Nations Charter. .

To commemorate this day is to say that we want peace, friendship, solidarity, cooperation among all the peoples of the world. It is to affirm the right to justice and social progress. It is remembering that the defence of these values is essential to build a better world, to ensure the future of Humanity.

It is of utmost importance to mark this date in 2022, in a worrying and unpredictable international context, in which peoples are faced with the promotion, continuation and heightening of conflicts and war in different parts of the world - such as in Palestine, in Western Sahara, Syria, Yemen, Ukraine – the arms race, with the production of more and more sophisticated weapons, including nuclear ones, the installation of more military bases in third countries.

We have to point out the creation of new political-military blocs, such as AUKUS – constituted by the US, Australia and the United Kingdom –, and the strengthening of existing ones, such as NATO, including the spreading of their warmongering action to the Asia-Pacific region, decided at the recent Madrid Summit, in which Japan, Australia, New Zealand and South Korea participated for the first time. It should also be remembered that the military expenditures of the countries that comprise NATO, especially the US, correspond to almost half of the military expenditures worldwide.

We must also denounce the imposition of coercive measures with an extraterritorial character, illegal because adopted and implemented outside the United Nations and disregarding the principles of international law - such as blockades and sanctions -, which represent a brutal aggression against the rights and the living conditions of peoples in the world – some of whom victims of the war that was imposed on them –, as is the case with Cuba, Syria, Venezuela, among others.

War, regardless of the forms it takes, causes death, destruction, denial of access to healthcare, food, housing, and suffering of peoples. The answer to war must not be more war, more weapons, more confrontation. Therefore, today, as on every day of the year, it is necessary to demand dialogue, a negotiated solution of conflicts. It is urgent that diplomacy replaces the threat of the use of force and the use of force in international relations.

The CPPC demands that the Portuguese government comply with the Constitution of the Portuguese Republic, namely its article 7, which advocates, among other principles those that should govern international relations: respect for the rights of peoples, equality between States, the peaceful solution of international conflicts; the dissolution of political-military blocs; general, simultaneous and controlled disarmament; the establishment of a system of collective security, with a view to creating an international order capable of ensuring peace and justice in relations among peoples.

We will continue to be guided by these principles, to intervene together with all those who are determined to build a better world, calling on everyone to play this role, mobilising, participating in events in defence of peace, promoting justice, friendship, solidarity and cooperation among peoples.

Dia Internacional da PAZ

Hoje, dia 21 de setembro, data definida, em 1981, pela Organização das Nações Unidas como o Dia Internacional da Paz, o Conselho Português para a Paz e Cooperação reitera o seu compromisso de contribuir para a mobilização de tantos quanto possível em prol da defesa da paz, contra a militarização das relações internacionais e a guerra.

Celebrar o Dia Internacional da Paz é sublinhar a importância da defesa e da promoção da paz, um direito de todos os povos, que passa pelo respeito do direito à autodeterminação e da soberania na escolha do seu caminho, princípios fundamentais consagrados na Carta das Nações Unidas.

Comemorar este dia é afirmar que queremos a paz, a amizade, a solidariedade, a cooperação entre todos os povos do mundo. É afirmar o direito à justiça e ao progresso social. É recordar que a defesa destes valores é fundamental para construir um mundo melhor, para assegurar o futuro da Humanidade.

Reveste-se de grande importância assinalar esta data em 2022, num contexto internacional preocupante e imprevisível, em que os povos são confrontados com o fomento, a continuação e a intensificação de conflitos e da guerra em diversas partes do mundo – como na Palestina, no Sara Ocidental, na Síria, no Iémen, na Ucrânia –, a corrida aos armamentos, com a produção de mais e mais sofisticadas armas, incluindo nucleares, a instalação de mais bases militares em países terceiros.

Saliente-se a criação de novos blocos político-militares, como o AUKUS – integrado pelos EUA, a Austrália e o Reino Unido –, e o reforço dos já existentes, como a NATO, incluindo com a projecção da sua acção belicista para a região Ásia-Pacífico, decidida na recente Cimeira de Madrid, onde participaram pela primeira vez o Japão, a Austrália, a Nova Zelândia e a Coreia do Sul. Recorde-se ainda que os gastos militares dos países que integram a NATO, com destaque para os EUA, correspondem a quase metade dos gastos militares a nível mundial.

Não pode ainda deixar de ser denunciada a imposição de medidas coercivas com carácter extraterritorial, ilegais porque adoptadas e implementadas à margem das Nações Unidas e desrespeitando os princípios do direito internacional – como os bloqueios e as sanções –, que representam uma brutal agressão aos direitos e às condições de vida de povos no mundo – alguns dos quais vítimas da guerra que lhes foi imposta –, como acontece com Cuba, a Síria, a Venezuela, entre outros.

A guerra, independentemente das formas que assuma, provoca destruição, morte, negação de acesso aos cuidados de saúde, à alimentação, à habitação, o sofrimento dos povos. A resposta à guerra não deve ser mais guerra, mais armamento, mais confrontação. Por isso, hoje, como em todos os dias do ano, é necessário exigir o diálogo e a solução negociada dos conflitos. É urgente que a diplomacia substitua a ameaça do uso da força nas relações internacionais.

O CPPC exige que o Governo português cumpra a Constituição da República Portuguesa, nomeadamente o seu artigo 7º, que preconiza, entre outros princípios que devem reger as relações internacionais: o respeito dos direitos dos povos, da igualdade entre os Estados, da solução pacífica dos conflitos internacionais; a dissolução dos blocos político-militares o desarmamento geral, simultâneo e controlado; o estabelecimento de um sistema de segurança coletiva, com vista à criação de uma ordem internacional capaz de assegurar a paz e a justiça nas relações entre os povos.

Continuaremos norteados por estes princípios, a intervir em conjunto com todos aqueles que estejam determinados a construir um mundo melhor, apelando a que todos possam ter esse papel, mobilizando-se, participando nos eventos em defesa da paz, promovendo a justiça, a amizade, a solidariedade e a cooperação entre os povos.
