Appeal to end the sanctions on Syria

A group of personalities has agreed to sign an Appeal to end the sanctions on Syria, adopted unilaterally and outside the United Nations, that are worsening the situation of the Syrian population, which is currently facing enormous difficulties, given that, for ten years, Syria and its people are being victims of a war that has caused death, suffering and destruction, in addition to the sanctions imposed by the United States of America and the European Union, added to the effects of the pandemic situation.

These sanctions are a form of collective punishment inflicted on the entire Syrian people and are plunging the country into an unprecedented humanitarian situation, denying families, especially the most vulnerable, their basic needs.

Here is the content of the Appeal and the name of the first subscribers:

For ten years, Syria and its people have been victims of a war that caused death, suffering and destruction, in addition to the sanctions imposed by the United States of America and the European Union, added to the effects of the pandemic situation.

The economic sanctions, adopted unilaterally and outside the United Nations, are worsening the situation of the Syrian population, which is currently facing enormous difficulties.

In addition to the aim stated by Western governments, sanctions are a form of collective punishment inflicted on the entire Syrian people and are plunging the country into an unprecedented humanitarian situation, denying families, especially the most vulnerable, their basic needs.

The coercive measures against Syria – a country torn apart by war and facing an economic crisis and the pandemic – aim to hinder, and even prevent, urgent aid to the population, in areas as essential as access to services and health care, including vaccines against Covid-19, food, housing, water and sanitation, education, economic recovery or rebuilding basic infrastructure.
It should be noted that the UN Special Rapporteur called for the urgent removal of sanctions, due to the negative impact of unilateral coercive measures on the exercise of human rights, since they make the serious situation in Syria even more unsustainable, especially while the Covid-19 pandemic is ongoing. Trade and investment are needed to make the Syrian health care system and economy work.

With the aspiration of peace in Syria and joining the important initiatives that strive for the elimination of sanctions and economic blockades, we urge that, urgently, the sanctions on Syria be ended, so that the rights and the dignity of the Syrian people, the Charter of the United Nations and International Law are respected.

Apelo ao fim das sanções à Síria

Um conjunto de individualidades subscreve um «Apelo ao fim das sanções à Síria», adoptadas unilateralmente, à margem das Nações Unidas, e que estão a agravar a situação da população síria, que enfrenta actualmente enormes dificuldades.

Recorde-se que desde há dez anos, a Síria e o seu povo estão a ser vítimas de uma guerra que provocou morte, sofrimento e destruição, a que se acrescem as sanções impostas pelos Estados Unidos da América e pela União Europeia, para além dos efeitos da situação de pandemia.

Os subscritores consideram que as sanções constituem uma forma de punição colectiva infligida a todo o povo sírio, que estão a mergulhar o país numa situação humanitária sem precedentes, negando às famílias, especialmente às mais vulneráveis, as suas necessidades básicas.

Eis o Apelo e os seus primeiros subscritores:

Há dez anos que a Síria e o seu povo estão a ser vítimas de uma guerra que provocou morte, sofrimento e destruição, a que se acrescem as sanções impostas pelos Estados Unidos da América e pela União Europeia, para além dos efeitos da situação de pandemia.

As sanções económicas, adoptadas unilateralmente e à margem das Nações Unidas, estão a agravar a situação da população síria, que enfrenta actualmente enormes dificuldades.

Para além do objectivo enunciado pelos Governos ocidentais, as sanções constituem uma forma de punição colectiva infligida a todo o povo sírio e estão a mergulhar o país numa situação humanitária sem precedentes, negando às famílias, especialmente às mais vulneráveis, as suas necessidades básicas.

As medidas coercivas contra a Síria – país dilacerado pela guerra e que enfrenta a crise económica e a pandemia –, visam obstaculizar, e mesmo impedir, a urgente ajuda à população, em áreas tão essenciais como o acesso a serviços e cuidados de saúde, incluindo vacinas contra a Covid-19, a alimentação, a habitação, a água e o saneamento, a educação, a recuperação económica ou a reconstrução de infra-estruturas básicas.

Saliente-se que a Relatora Especial da ONU apelou à urgência da remoção das sanções, devido ao impacto negativo das medidas coercivas unilaterais no exercício dos direitos humanos, pois elas tornam a grave situação na Síria ainda mais insustentável, especialmente enquanto está em curso a pandemia da Covid-19. O comércio e os investimentos são necessários para fazer funcionar o sistema de saúde e a economia sírias.

Tendo como aspiração a paz na Síria e associando-se a importantes iniciativas que pugnam pela eliminação das sanções e bloqueios económicos, instamos a que, de forma urgente, se ponha fim às sanções à Síria, de modo a que possam ser respeitados os direitos e a dignidade do povo sírio, a Carta das Nações Unidas e o Direito Internacional.
