It is urgent to stop the escalation of confrontation in Europe - it is urgent to affirm the defence of Peace

The evolution of the situation in Europe brings special relevance and urgency to what the
CPPC expressed as pressing, in mid-December: the “urgent adoption of measures
capable of immediately reducing the military escalation and the danger of confrontation
and promote the establishment of measures of mutual trust that, in the long term, will
make possible détente and the safeguarding of peace.”
Since then, the tension has not ceased to escalate. The US and NATO have further
strengthened their presence in Eastern Europe, sending thousands of new troops and
powerful air and naval means, while intensifying their aggressive rhetoric: several NATO
member state officials have announced sanctions “never before seen” against Russia –
including threats against Nord Stream 2, involving Russian natural gas – under the pretext
of announcing an alleged “invasion” of Ukraine, which the Russian authorities repeatedly
deny.
The CPPC also considers the ongoing Media operation to be very serious, with the
continuous dissemination by most Media of the tale that best serves the US and NATO’s
intentions of military, economic and political encirclement of Russia. The same operation
that silences the repeated violations of the Minsk Accords by the Ukrainian authorities,
namely the concentration of troops in the Russian-speaking regions of southern and
eastern Ukraine - the self-determined people's republics of Lugansk and Donetsk -, which
preceded and gave rise to the mobilisation of Russian military means closer to its borders.
This is also the time to repudiate the attitude of alignment and subservience of the
Portuguese Government with the aggressive and militaristic strategy of the USA and
NATO, in frontal disregard for the principles enshrined in the Constitution of the
Portuguese Republic, which in its article 7 enshrines the “peaceful solution of international
conflicts”, “general, simultaneous and controlled disarmament” and “dissolution of political-
military blocs”.
On the contrary, it is necessary to adopt an independent and sovereign foreign policy,
based on constitutional principles and the United Nations Charter. This is the path that
serves peace and security.
In view of the current escalation of tension and the serious threats to international peace
and security that arise, the CPPC reaffirms the need:
- to put an end to the threat of an escalation of aggression by the Ukrainian military forces
in Donbass and a dialogue with a view to a peaceful resolution of the conflict, respecting
the agreements and commitments previously made;
- to put an end to the escalation of the confrontation, warmongering campaign and
continuous threats by NATO against Russia;
- to put an end to the provocations and warmongering manoeuvres by NATO along
Russia's borders;
- to put an end to plans to deploy short- and medium-range missile systems and other
weapons of an offensive nature by the US in Europe;
- to start an effective dialogue that will enable the establishment of measures of mutual
trust, which will pave the way for the implementation of security guarantees and a process
of détente within the framework of the principles of the Final Act of the Helsinki
Conference;
- to put an end to the enlargement of NATO and aim for the dissolution of this aggressive
political-military bloc and main responsible for the arms race and militarisation that
today sweeps the world.

É urgente travar a escalada de confrontação na Europa - é premente afirmar a defesa da Paz

A evolução da situação na Europa confere uma particular atualidade e urgência ao que o CPPC expressou ser premente, em meados do mês de dezembro: a “urgente adoção de medidas capazes de reduzir, no imediato, a escalada militar e o perigo de confrontação, e de promoção do estabelecimento de medidas de confiança mútua que, a prazo, possibilitem o desanuviamento e a salvaguarda da paz”.

De então para cá, a tensão não deixou de escalar. Os EUA e a NATO reforçaram ainda mais a sua presença no Leste da Europa, enviando milhares de novos efetivos e poderosos meios aéreos e navais, e a sua retórica agressiva intensificou-se: vários responsáveis de Estados membros da NATO têm anunciado sanções «nunca vistas» contra a Rússia – incluindo as ameaças contra o Nord Stream 2, envolvendo o gás natural russo –, a pretexto do anúncio de uma pretensa «invasão» da Ucrânia, o que reiteradamente as autoridades russas negam.

O CPPC considera também da maior gravidade a operação mediática em curso, com a permanente difusão pela generalidade dos meios de comunicação social da narrativa que melhor serve as intenções dos EUA e da NATO de cerco militar, económico e político à Rússia. A mesma operação que silencia as sucessivas violações por parte das autoridades ucranianas dos Acordos de Minsk, nomeadamente a concentração de tropas junto às regiões russófonas do Sul e Leste da Ucrânia – as autodenominadas repúblicas populares de Lugansk e Donetsk –, que antecedeu e suscitou a mobilização de meios militares da Rússia para mais próximo das suas fronteiras.

Este é também o tempo de repudiar a atitude de alinhamento e subserviência do Governo português, com a estratégia agressiva e militarista dos EUA e da NATO, em frontal desrespeito pelos princípios consagrados na Constituição da República Portuguesa, que no seu artigo 7.º consagra a “solução pacífica dos conflitos internacionais”, o “desarmamento geral, simultâneo e controlado” e a “dissolução dos blocos político-militares”.

Impõe-se, pelo contrário, a adoção de uma política externa independente e soberana, assente nos princípios constitucionais e na Carta das Nações Unidas. É este o caminho que serve a paz e a segurança.

Face ao actual escalar da tensão e às sérias ameaças à paz e à segurança internacional que se colocam, o CPPC reafirma que:

- se ponha fim à ameaça de escalada de agressão das forças militares ucranianas no Donbass e se encete o diálogo com vista à resolução pacífica do conflito, no respeito dos acordos e compromissos anteriormente assumidos;

- se ponha fim à escalada de confrontação, à campanha belicista e continuas ameaças por parte da NATO face à Rússia;

- se ponha fim às provocações e manobras belicistas da NATO junto às fronteiras da Rússia;

- se ponham fim aos planos de instalação de sistemas de misseis de curto e médio alcance e de outros armamentos de carácter ofensivo dos EUA na Europa;

- se encete um efectivo diálogo que permita o estabelecimento de medidas de confiança mútua, que abram caminho à implementação de garantias de segurança e a um processo de desanuviamento no quadro dos princípios da Ata Final da Conferência de Helsínquia;

- se ponha fim ao alargamento da NATO e se aponte à dissolução deste bloco político-militar agressivo e principal responsável pela corrida aos armamentos e militarização que
hoje varre o mundo.
