73 years of NATO are years too many – the dissolution of NATO is urgent

April 4 marks the 73rd. anniversary of the North Atlantic Treaty Organisation (NATO). It has been 73 years of unjustifiable existence in the light of the United Nations Charter and 73 years of activity contrary to the principles of peace and disarmament.

Today, the warmongering and aggressive nature of NATO is more than evident and is proven by the wars of aggression that it waged and continues to wage; by the sanctions it supports and promotes; by the arms expenditure it assumes (more than half of the world total); for imposing on the countries that constitute it the relocation of at least 2% of their respective GDP to the military component, a value that it intends to increase even more.

As it has always done, the CPPC reaffirms once again, and in the current situation that we are experiencing with special acuteness, the urgency of dissolving this political-military bloc, replacing it with a system of collective security based on the United Nations. It is urgent to embark on paths that effectively serve peoples, Humanity and peace, which necessarily involves a diplomatic and negotiated solution to conflicts, easing tensions instead of intensifying them.

Contrary to what we are led to believe, NATO is not the guarantor of peace and security. On the contrary, it is an instrument of war and aggression to serve the hegemonic agenda of the United States of America. An instrument that played a leading role in the current escalation of war in Eastern Europe. Successive enlargements, the deployment of forces and weapons near the borders of the Russian Federation, the holding of manoeuvres close to these borders and the “promise” to integrate Ukraine were determining factors for the current situation.

It is necessary to put an end to the aggressions and sanctions, to demands for new enlargements, to the arms race and to the continued increase in military expenditure. This is the path that led to the current escalation and it is by following an opposite path that it will be possible to build peace.

In yet another NATO anniversary, which this year coincides with a war in Europe that does not serve any of the peoples affected by it, the Portuguese Council for Peace and Cooperation once again appeals for Peace, recalling, two days after the anniversary of the Constitution of the Portuguese Republic, its article 7, which states that “Portugal advocates the abolition of imperialism, colonialism and any other forms of aggression, domination and exploitation in the relations between peoples, as well as simultaneous and controlled general disarmament, the dissolution of political-military blocs and the establishment of a collective security system, with a view to the creation of an international order that is capable of ensuring peace and justice in the relations between peoples.”

In this sense, the Portuguese Government is called to respect the Constitution, drawing up and applying policies that enforce it and that must be guided by national independence, non-interference, cooperation with the peoples; rejecting war and militarism, defending the emancipation and progress of humanity, which will only be possible in a world of Peace, a world that all peoples claim.

73 anos de NATO são demais
– pela Paz, é urgente a sua dissolução

Assinalou-se a 4 de abril o 73º aniversário da criação da Organização do Tratado do Atlântico Norte (NATO). São 73 anos de existência injustificável à luz da Carta das Nações Unidas, de uma ação contrária aos princípios da paz, do desanuviamento, do desarmamento.

Hoje, o carácter belicista da NATO evidencia-se pelas guerras de agressão que travou, apoiou ou apoia – como contra a Jugoslávia, o Afeganistão, a Líbia ou a Síria; pelas sanções, impostas à margem das Nações Unidas e do direito internacional, cuja ilegal aplicação instiga e a que se associa; pelas despesas militares – mais de metade do total mundial – que assume e se propõe aumentar.

Como sempre o fez, e na conjuntura atual internacional que vivemos de novo com uma particular acuidade, o CPPC afirma a urgência da dissolução deste bloco político-militar e da criação de um sistema de segurança coletiva assente nos princípios da Carta das Nações Unidas e da Ata Final da Conferência de Helsínquia. É urgente enveredar por caminhos que efetivamente sirvam os povos e a paz, o que passa necessariamente pela solução diplomática e negociada dos conflitos internacionais, desanuviando as tensões nas relações internacionais, ao invés de as intensificar.

Ao contrário do que agora se pretende fazer crer, a NATO não é garante da paz e da segurança. Pelo contrário, é um instrumento belicista ao serviço dos interesses dos Estados Unidos da América e da sua agenda hegemónica. Instrumento, interesses e agenda que tiveram e têm um papel central na presente escalada de guerra no Leste da Europa. Os sucessivos alargamentos da NATO e a colocação de contingentes e armamento deste bloco político-militar cada vez mais próximo das fronteiras da Federação Russa, a realização de manobras dos países da NATO na proximidade dessas fronteiras e o desrespeito da neutralidade da Ucrânia e sua inserção nesta dinâmica belicista, incluindo com a «promessa» da sua adesão formal à NATO, são fatores cruciais na determinação dos desenvolvimentos que estão na origem da situação atual.

É preciso por fim às agressões, às sanções, à corrida aos armamentos, à continuação do aumento das despesas militares. O militarismo nas relações internacionais foi o caminho que conduziu à presente escalada e é no rumo oposto que será possível construir e defender a paz.

Em mais um aniversário da NATO, que este ano coincide com o agravamento da guerra na Ucrânia que não serve a nenhum dos povos por ela diretamente afetados, o Conselho Português para a Paz e Cooperação volta a apelar à Paz, relembrando, poucos dias após o aniversário da Constituição da República Portuguesa, o seu artigo 7º, que afirma que “Portugal preconiza a abolição do imperialismo, do colonialismo e de quaisquer outras formas de agressão, domínio e exploração nas relações entre os povos, bem como o desarmamento geral, simultâneo e controlado, a dissolução dos blocos político-militares e o estabelecimento de um sistema de segurança coletiva, com vista à criação de uma ordem internacional capaz de assegurar a paz e a justiça nas relações entre os povos.”

Neste sentido, do Governo português exige-se o respeito pela Constituição da República Portuguesa, traçando e aplicando políticas que a façam cumprir e que obrigatoriamente se pautem pela independência nacional, pela não ingerência, pela cooperação com os povos; rejeitando a guerra e o militarismo,defendendo a emancipação e o progresso da humanidade, que só serão possíveis num mundo de Paz, um mundo que todos os povos reclamam.
